Has anyone got a favourite program for keeping an eye of where the money is going.
Currently use Microsoft Money but that is now no longer available.
Features i use are downloading of transactions and budgeting.
I need to buy a new version to put on my laptop as the other version is on my old computer and I can't transfer the data.

Why can't you transfer the data? I'm sure I have Microsoft Money software that you are welcome to have if you can back up the data you already have. In fact I know I have.
Do you have an internet based email account? If so back up your data and email it to yourself and pick it up on your laptop and restore from there.
