OK for new clue 1 how about BLUEPRINT - blue = down, print = sketch - blueprint= publication?

Just had a horrible thought. Could PRIME CLUE AND WORD mean we need to take all the answers to the clues with prime numbers and make one final clue? Although that would be monumentally unlikely looking!
AROUND PISTOL USHER CHINCHILLA NITROGEN (and then the one we can't get)
I could believe "around pistol usher" as in around something like gun, put...but then chinchilla would just be ridiculous.* Nitrogen would be feasible for an N. But as we can't get 13 then we would be stuck anyway.
*But just because of chinchilla I think this is almost certainly rubbish.

I had been thinking along those lines - and also dismissed due to chinchilla...
I also wondered whether is was just the first clue - which has AND in it - and wondered whether the answer was BLUE!

oh just had a thought re the final clue (no 13).
could the answer be PLAYWRIGHT - which gives us the W - and also fits with if we have Dramatic author as the def
it could be SPORT = PLAY, ethical = RIGHT and then the seventh letter of WOODROW (W) inside
thinking more and more this is the answer

I'll do it in stages which you can uncover as you need to. We were so very nearly there.
1. We were right that we needed to use the clues with prime numbers (in order)

3. Use the numbers of the clues as an index.
4. Make a new clue
5 clue is (2- second word of original whole clue) Messed (3) up (5) her (7) apps (11) maybe (13) seven
6. Hint for clue - "messed up" = anagram indicator, "maybe"= definition, "seven" means number of letters in the answer.
7. ANSWER: PERHAPS

It was a great puzzle - really well-constructed and clever, with every stage going in logical sequence and with completely fair a-ha moments. This was one of the puzzles in the Hunt this year that I wished I had written.
