I propose that the Buddha favour words where the third letter is of identical shape in both capitals and lower case.
Thus the Buddha would accept mackerel as 'c' is the same shape as 'C' but reject herring as 'r' is a different shape to 'R'.

Humbly I adopt the position of master.

Now hearken to the wisdom of the Buddha.
It is pleasant up in the mountains, but the Buddha has a liking for sea air. As such he is contemplating a visit to the coast.
He is very impressed by the heritage of Brighton, but considers that Blackpool is decidedly tacky. He may visit Bournemouth, but would not go along to Poole. He favours Skegness over Filey, and would go to Newquay but avoid Padstow.
