Ahhhhhhhhh, the &lit indicator in clue 1 should have made this more obvious. But I overlooked it anyway. I usually really like self-referential clues. Including this one. :)

Well, I'm trusting that it (for every boat) is a clue to Per U. In other words, it's a Peru Clue.

The point was that "For every boat in the Americas" was in itself a clue to the word Peru. Therefore it was a Peru Clue.

(I can hear the whaling and gnashing of teeth from here. Oh, wait...) ;)
