The server hosting this site (and quite a lot of others!) crashed somewhere early Monday evening, which is why people were getting "Access Forbidden" (and similar) messages intermittently. They spent much of the night trying to find out what went wrong and restoring the data so that nothing was lost.
It looks as though the problem has now been fixed, so everything is working properly and hopefully this problem won't recur in the near-future.
