You're only given a little spark of madness. You mustn't lose it.

I'll get the paintbrush out - shall we turn him into a dalmation?

Unless the previous word isn't YOU but is SOMEONE and it's TOPS...
Sorry, CW. Only joking.

The circumstances of this mysterious disappearance are rather odd. We were both in the College computer suite at the time. He was entering answers to the 'Snark' puzzles and I was working on something else. He mumbled something on the lines of 'worth a try'. I heard him enter whatever he was trying, and it must have been the wrong answer as he said something unrepeatable on a family forum. When I turned to look he wasn't there; it was strange for him to go so suddenly, and for some reason he left the puzzle book behind. We haven't heard from him since.

Now that Cenwulf has returned, I will shed some light on the mysterious messages.
There were 13 in total, plus a final one to Laura, which did indeed give the identities of those who received them, minus the letters in ANAGRAM. (Apart from 'strp98', which should have been 'step98'. That was a miskeying.)
In order they were:
Alpha: FUN CLEW - scuRRA
Bravo: ASH - Gill216
Charlie: OGEN - lAt
Delta: SIGNS MI - Mbh
Echo: FI - GiRAffe
Foxtrot: UYO - kiNGsley
Golf: TOPS - wulfRuNA
Hotel: MHI - clvRlAd
India: ASLEEP - feRNANdo
Juliet: TOY FIN - stRep98
Kilo: TROMNO - spARkout
Lima: GOOD WINKS - buNNyluMp
Mike: LEGOCEL - tiddleRpuss
The first word was for the order. The rest was an anagram, hence the 'scrambling in transmission'. When everything was rearranged, it yielded the following message:
CENWULF HAS GONE MISSING. IF YOU SPOT HIM, PLEASE NOTIFY MORTON KINGSWOOD COLLEGE.
